At my club we have a few visual impaired bowlers and the ones who can see the jack, find it easier to see the white jack compared with a yellow jack. There isn't so much issue about white shoes obscuring the jack, as there more and more coloured shoes being worn now.
Yes, a short mat bowl jack is heavier than an indoor one, as far as I can remember, been a long time snice I played short mat. You should give short mat bowls a try it's a fun game to play

There is a 3rd jack even heavier, which is used in Short Mat Alec
