Very simple, without concrete evidence they couldn't give him a lengthy ban. Maybe could get away with a year or so. But lifetime etc, not happening unless they have him caught in conversations about it. Or unless they have some people coming forward against pacman.
Also this is a player who gets yellow cards all the time, it's not like he just got those 4 yellows and no other yellow cards.
They would need to investigate into every game he plays to see if there is variations in bets for yellows, in all games, not just the games he gets yellows.
The "evidence" they have got is circumstantial, hence why they haven't done anything with it and its dragged on. The FA could do what they want as they aren't governed by anyone but themselves, but if they banned him for life over circumstantial evidence, then they would have a very big court case opened against them and they would lose.
