Здесь скорее построено на эффекте пульсирующее тока, который возникает в обмотках. Конденсатор делает сдвиг фазы. Типо как запускаешь асинхронник от одной фазы, пустующею обмотку кидаешь, через конденсатор. Но это не точно. Схему надо смотреть.

This is fake video, more likely it's driver chip issue or bearing issue.
Try giving bearings drop of oil if it doesn't work the fan is probably scrap

I thought brushless dc motors ran on three phase, hence not requiring a capacitor.... Perhaps one phase has dropped out and this rescues rotation from the other two?
These don't work quite the same as the 3 phase or
X 3 pole brushless type your thinking about.
Notice that this one has 4 coils, to be 3 phase it has to have 3, 6, 9, 12, etc.
Basic pc fans are no more than a 4 brush system but electronically switched. Sometimes they have 3 wires but it's just a +and - 3rd being a tachometer and if it's 4 wire, it's temperature reference speed control.
The capacitor is replacing a failed one elsewhere in the circuit. the polarity holds one way and and won't switch over without it.
The 3 phased motors have a somewhat more complex high current sc, the 3 "phases" make for smoother rotation and better torque at lower rpm.

That capacitor needs to be non-polarised. That's the reason it fails prematurely; a case of bad design, coupled with cheap component selection. Buy a fan with a three-phase AC inverter, not these fake "brushless" fans...
