I worked for a long time as a diver on the aquaculture sites in southwestern NB, and definitely noise or movement can spook fish. I don't think "ambient" noise, like walking normally on an overhung bank would bother them to a great degree but a sharp, sudden noise- like breaking off that rooted tree, or it falling into the water- will send 'em into flight mode. As to movements, kinda the same thing- if the movement is slow and fluid (ie, non-predatory), they don't perceive a threat, but a sharp, sudden movement- casting for distance comes to mind- is a visual trigger, like an osprey plunging or a mink ambush.
