Airlines do try and recoup the cost, but most people can't afford the full cost of a diversion. You can't get more money out of someone than they have.

They put the cones directly on the hoods of badly parked cars whenever the coach had difficulties to pass. Was very effective, next day the road was easy to pass. Much better than giving tickets.

The youngster kept trying to break into the car, but fortunately he was so drunk he was unable to break the window. After an hour or so, the apparent owner started to shout from somewhere, stating he called Garda and the youngster slowly walked away. And I heard so many stories like that from Irish friends... It's quite shocking to realize you're in a country, where it's illegal to protects your life, let alone your rights with force and the only force that should help is basically a fake. Ireland is a beautiful country with great people, but some services, Garda in the first place, are not what one wants to experience.

Being in the US I can't imagine a flight being told they won't be accepted at an airport. When a decision to divert is made I would think the passengers are aware. After that point not diverting shows the captain doesn't have authority of his/her aircraft. It may seem petty, but I can see the thought process of diverting near the destination. To not follow through would erode the use of the threat of diversion as a tool to deescalate a problem on board. I only wish authorities worldwide would assess criminal and civil penalties more often.
You should see the UK traffic at the moment. JFK is seeing more planes in 15 minutes than the whole UK is seeing in that time, airports are on skeleton staff, some are seeing 10 planes a day. They would have refused as it wouldn’t have been safe to accept due to safety.
If FSX Steam Edition has taught me anything, in this situation you should squawk 7500 and go inverted until the unruly passenger complies.
While doing that, it is better to squawk 7777... I think that on military IFF decoder/ transponder it means "interceptor operating in the vicinity" ;)
If GTA has taught me anything, in this situation I'd just turf them out the emergency door.
