It is not certain. It has to do a lot with how someone plays the deck. I played against decks of $3k plus and won easily as people did not know how to play them. Buying the cards is one thing, winning with the deck is another.

No deck is cheat. You can win a lot an lose a lot with every deck. Aggro War can still get 10 wins in Mythic
