What was the police been doing all this time: they have the woman's face, two possible get away cars and, very likely, tens of cameras in the area to figure where the perpetrators vanished.
The cops were giving her time to escape.
By having a long delay, the prosecutor and politicians allow the criminal to escape, the car to be chopped for parts to sell into the used parts market that body shops buy from, and the POC crime statistics are kept artificially low. They also satisfy the requirement of publicizing the case (now cold) as part of their "responsibility" of asking the public for leads.
