Its interesting that people never ask themselves where impulses from the heart come from. For instance a spontaneous impulse to buy an icecream can occur, and people never ask themselves where that impulse comes from. Then through some twisted idea they come to the conclusion 'I' made that decision even though the small 'I' never gave any input. How is it even possible; how did people come to the conclusion there is a 'little me'? What is also interesting is that this system of receiving urges to explore something and then seeking those things out works perfectly. Then comes along the idea of a small self that has to give input in accordance to beliefs it has, and now you have this constant distortion between impulses and action. An impulse comes, beliefs start distorting a previously clear input, and now there is resistance and confusion.
Many impulses come from conditioning. Eating ice cream is a pleasant activity stored in mental memory. A pleasant activity is one which promotes survival (ice cream has carbohydrates) stored in genetic memory.

Francis Lucille quote highlights from this video: "Look at the decision-making process. The decision appears after some deliberation or right away as a thought, 'I'm going to do this'. Now, did we choose this thought? Do we choose our thoughts or do they happen, do they arise in us?" "It is the cosmos in its totality that creates a decision ... The decision is a result of a universal cooperation." "In hindsight, after the thought came to me, the 'me' as a separate person comes into the picture and claims to have been the decision-maker. I say, 'Well, I've just decided", but, in fact, not so. The thought, the decision, came to me." "Our decisions are universal decisions."
I respect Francis; he has much to offer, and is Authentic. I would like to introduce more recent thinking. Do we live in a "Simutated Reality?" Consciousness is being explored via Physics and Mathematics. Myself, I'm old school. Full Consciousness comes from self reflection, observation of feelings and emotions, pain and suffering, then Forgiveness.
Rupert also answered this question. But because Francis allows for the point of view of science properly, then goes beyond it, it makes it more convincing.....I always like how francis engages with science earnestly , before going beyond it, due to his background
