Do you think that this plugin is better than adding scripts to Kadence Custom Scripts under Appearance > Customize menu?

Yes, I think it is better to keep your scripts outside Kadence Theme or any other theme. This way if you change themes, you do not risk loosing your scripts of having to add theme to the new theme. Hope that helps.
