It's to bad the forester who ribbon boundaries those units don't know anything about what you can and can't do felling trees,good job Bjarne
Well, as a retired Canadian Pacific Coast Forestry Worker that did most every "manual labour" job in the woods (including Planting, Thinning, Falling, Laying Falling Boundaries, Growth & Yield Surveys, Logging Road Deactivation Surveys and so on) I feel I can safely say, there's a fair bit more to it than just looking out for the Faller's best interests when Falling Blocks are laid out.
Topography, proximity to fish bearing bodies of water & reducing further erosion & excessive needless damage to the ecosystem being harvested all have to first be taken into account when the Boundaries are ribboned out.
Not trying to decide if the Faller who will be working a particular area of the block will understand the "entire picture" & retain enough experience to say, "nope that's just too dangerous." when the need arises.
In the situation Bjarne was dealing with in the video, I'd say off hand the ribbons were strung where they were for good reason. That whole valley(Ecosystem) he's working in is steep as heck and both sides are being stripped. That's going to lead to massive soil erosion & slide issues in the future.
The trees in question that he decided to take out would've helped reduce such considering where they were situated near the rock face.

@jonproctor3739 fallers(all workers in general) safety trumps all you listed. Imagineers bump the safety down the list pretty far 99.9% of the time or have 0 realization the situation they are putting others in.
