Mr Black was the most mysterious character in Vice City. Loved his strange voice and assassination missions hitting bizarre targets. Kinda reminded me of Keizer Soze from The Usual Suspects
What if in the mission "loose ends" mr black sent out tommy to kill some of his "emloyers" as he calls so he can dissapear without anyone other than tommy knowing of his various dealings in vice city, the mission is called loose ends after all and tommy is sent to tie mr black's loose ends

I know it's never stated or anything, but I actually choose to believe Mr. Black DID know it was Tommy. What connection does Leo have with the color teal? But Tommy, his main shirt is literally Teal. The games main color is pretty much teal.

IIRC “Check out at the check-in” does not become available until you complete “VIP” for the Kaufman Cabs. That is the mission where you compete with a Rival taxi company to get an old wealthy man to the airport. He has the same model as the guy with the briefcase and the lady in “ check out at the check-in”. So it’s implied. It’s the same guy at least that’s the way I always took it.
You don't need to complete any Kaufman Cabs mission to unlock Check out at the check-in, but your theory is fun

This was Mr. Black thinking he's talking to Mr. Teal (the Chef tommy kills to get his phone, the chef's name is actually Leo Teal, and a lot of people thought Mr.Black called Tommy mr. teal because of his shirt). It seems Teal was the one who helped eradicating some "out-of-towners".
Those "out-of-towners" were likely Tommy and his crew, alongside Lance and his own.
Seems Mr.Black was one of the persons who led and set up the initial ambush at the start of the game (those men in black were likely his hitmen, which were directed by Mr.Black thanks to the tip from Teal).
This is likely why Tommy always kept quiet whenever he called, as to not give himself up, because he, himself was one of those "out-of-towners" that Mr.Black attempted to eradicate.
Just a theory though.

I thought this too, but it's a really good red herring. Tommy is actually using a phone from "Leo Teal" - the guy he killed, and when Mr. Black called, he still thinks he's talking to Leo, hence why he calls him Mr. Teal.

However, with Tommy's phone being broken, Mr.Black believes he calls Leo through Leo's number but how come other story characters call Tommy in the first place??

I like this video and it could very well be true but Mr. Black is very much a fixer so I doubt he would kill off his employers. That would paint a huge target on his back. I don’t believe that Tommy even cared about the innocent people that he killed for Mr. Black which shows a lot about his character and I doubt Tommy has morals or a conscience at all. Black didn’t have any leverage over him, didn’t blackmail him nor did he get Tommy the answers he sought. Tommy was greedy and all that mattered to him was getting his way. Yeah when Niko killed people for the Fixer, a mob associate, he did so without question but even then, these people had a weapon to defend themselves. Tommy brutally killed innocent, defenceless people for money. I guess you could say it’s true for CJ as well but CJ’s reasons for killing Madd Dogg’s manager and girlfriend were based on redeeming himself and getting respect from his friends and family rather than simple greed.

It's never said in game, but Rockstar's website used to have a "Vice City Crime Tree" wallpaper that called the character "Mr. Black."
In universe, this is just an alias the police have assigned to Leo Teal's boss. In real life the names Mr. Black and Mr. Teal are probably references to the aliases in Reservoir Dogs.
Mr Black,Victor Vance, Pierre La Ponce(french guy from Cortez mission) and Pedro Garcia(leader of the mexican gang in Phil's First mission) all only got names in the Vice City Crime Tree website
Honestly man it kills me because I wanted a proper return to VICE CITY aka the greatest GTA game ever made. I'd like a proper remake or sequel. But instead we are getting some weird toned down crappy Bonnie and Clyde BS in modern Florida. Lame. Vice City belongs in the 70s and 80s! GTA 6 is what happens when all the talent who made GTA great, were fired or something
I preferred the phone jobs from Gta iii because they felt like has more relevance to the story or the cities universe.

The reason Mr. Black calls Tommy Mr. Teal, is not because he's using a "codename" linked to Tommy's shirt color, but rather because Mr. Black thinks he's still speaking to the phone's previous owner that Tommy killed - Leo Teal.
Notice his first sentence when Tommy makes contact: "Mr. Teal, your help in eradicating those out-of-towners was invaluable to business."
Those "out of towners" were actually Tommy and his crew, as well as Lance and his crew. It's likely that Cortez' right hand Gonzalez tipped Diaz about it, who informed Leo. Leo then contacted Mr. Black to hire hitmen to crash the deal, likely promising a juicy cut - hence why Mr. Black initially appreciates his 'help' mentioning it was invaluable to business, and proceeds to offer him more jobs that require 'hands on approach'.
So Tommy in the twist of irony, ends up becoming a hitman for the person who organized hitmen to kill him and his crew. Perhaps Mr. Black realized this towards the end, and could not risk this information reaching to Tommy.

However, he always kept dead silent in all of their conversations, never uttering a single word.
Reason being is likely because the first time someone called, thinking it was Leo, Tommy got busted the moment he spoke up, blowing his cover - so he made sure not to make this mistake again and expose his true identity to Mr. Black.
