I use minwax polycrylic or varathane water based polyurethane

I tried this. But screwed up lol. You said second piece of tape to inside of the mark. Where did you start the first piece? So looking straight at the tumbler. The second piece of tape is to the left of the mark. So is the first tape to the left also?
I probably made it more complicated that it really is. Your first piece of tape would go to the right of the mark. Rotate the cup, then the second piece would go to left of the mark.

Nope. Reading it. I did the first left of tape and second left of tape.
Essentially you want to have one larger section visible which you will paint.
