The "Blacksmith's Secret Book - 100" for 20 million silver can indeed extract a 100 stack, and I have done so many times. You could safely use those 95 stacks one more time each on TET attempts.

If you're referring to the Shakatu's Surety Papers, I chose the Palgong outfit for my Musa. But after wearing it for a bit I didn't really like it so I just went back to wearing the [Honor] Grunil armor.
