Crystal Shannon Prom's usually at the end of the schoolyear, Homecoming is pretty much at the beginning. Prom is for the 11th/12th graders, homecoming is for 9th-12th.
The closest thing it came to serving booze at my prom was when they had fizzy apple juice which only had 1% alcohol. It was really disappointing.

I was surprised about the booze thing as well, I went to England twice for vacation and was bummed that I couldnt drink, in Germany you can get your hands on pretty much anything at 16, so going abroad is usually a bit frustrating in that way
