It isn't a religious requirement, and the niqab reputedly existed prior to Islam. It it used as a tool of misogynistic oppression, in which case wearing it not the woman's choice. Alternatively, some women wear it to suggest they are more pious than those who don't, so it's related their own sense of vanity and feeling of being special. Even if, in some instances, it alienates them from their family and friends. That is my personal experience anyway.

The problem with facial covering, niqab, is that it creates a power differential in an encounter where one person can see the other but prevents the other from seeing them, like speaking to someone from behind a camera. The one wearing the niqab is gaining more access to nonverbal communication than the other. It exposes, diminishes and disrespects the other. Not only that, reading the face is a vital aspect of communication and trust and this is being denied to the other under the pretext of spirituality. Speaking to someone under the cover of a niqab is an insult to the other. Besides that it is an attack on the values and tradition of the host country. This is not a spiritual expression it is narcissism.

I left school in 1983 went to an all girls school, there was a large number of girls who were Muslim and I can honestly say I don’t remember anyone covering their head or face.
In many cultures including the one I was raised in, you would naturally be suspicious of anyone who had their face covered. The general understanding was that someone with the face covered wanted to remain anonymous and was up to no good. The behaviour of criminals, bandits or outlaws. So to view burka wearing with unease is not discrimination or Islamaphobia but a culture clash. I would suggest that the immigrant culture is the one that should be making adjustments to fit in to a new place where otherwise people are relatively accommodating. I cannot migrate to another country and impose my ways and culture especially where it might be offensive.

I understand she is passionate about being a good Muslim however she needs to understand that this is no way commanded by the Qur'an or sunnah of the prophet. It is not an act of worship. The most closeness found in islam is that one of the prophets wife was reported to have worn it but they actually had cover up more due to their high position in islam. In islam it is actually forbidden to cover your face during pilgrimage. A piece of cloth cannot touch it.
