Nah, actually such type of questions are used to be asked in olden days - like until 2005. Not only in UPSC but job interviews of many companies. Luckily UPSC removed those, but still some private companies ask such things.
Fun fact: Everyone is saying that the last one is "starting" but it can also be "envelope" bcoz it contains "LETTERS" (the one we send to each other)

A leap year comes every 4 years but is avoided in century years unless the century year is divisible by 400. 1896+4=1900 (end of century year not divisible by 400 so it missed February 29th).
Thumb nail question was far away from my reach. I had thought of leap year but then the answer was like go back to history.

If she was born on February 29, 1896, the next birthday was February 29, 1904, because 1900 was not a leap year (analogously, it can be traced back to 1696 and 1704 and so on) ! The years at the beginning of the century are leap years only if the number of hundreds is even !

@@sri9089 Well I'm not sure but it could be that the answer should not be in decimal in this case. That's why they said to divide by 400 and not 4 (Because I checked on Google and it said the same too)
