I don't see how a flag that celebrates the town's own members is problematic. It's not a political party, organization, or company so it seems like it shouldn't be a problem to have on city grounds. We see Ukrainian flags of solidarity all over town which actually is a political position in international affairs which you'd think would raise more eyebrows and people are fine with it.
