I think in order to send & support a foreign missionary all the members of the church will first agree, pray together & then do the sending job. Sending missionaries will always be unanimous decision of the members who are sending, and never an individual or few people's decision. That's why Baptist churches are called congregational. All members agree & accordingly do the missions. So there can't be another third party saying sending foreign missionaries are results of individual or few person's decision, and rest of members are left uncared for.
