318 is not a highway, it is just an ordinary provincial road. The terrain from Tibet to the mainland is too complicated to build a highway. In China, the definition of highways is that they must be fully enclosed, with separate entrances and exits, and at least have four lanes in both directions. Now China has 170000 kilometers of highways. 318 is not included.
