Dr is right when he suggests that there needs to be a change in the way the country is administered/run/governed . And I agree that presidential elections can’t bring about that change. What the country needs is a referendum on the way the country should be governed. There is a desperate need for a complete overhaul and change in the system of governance. This can only be reached upon through a referendum, giving Ugandans an opportunity to determine how they want to be governed as the current system can’t bring about that urgently need turnaround.

But here the difference is that the electorate or the general public makes a decision or votes on a single political question, whereas in presidential elections the general public votes to determine which president they would wish to lead the country. Both, referendums and presidential elections involve casting a vote. But in a referendum the vote is on a single political question that the country may wish to decide on. As things stand in Uganda a mere change of presidents is not enough as even the new president will have to use manage country under the same existing structure and system of governance which is inefficient and inadequate and has completely failed.

Thank you Dean for hosting retired Canol Besigye, someone help me please, if we believe in democracy, then, why should one person decide on behalf of all Ugandans, that there must be no elections, I thought carrying out elections is part of democracy, why is it that opposition people in Uganda think and believe that democracy will only be exercised when they capture power, isn't that greed for power?
Thank you for your question ! To my understanding I don’t think he has decided for Ugandans on what should or shouldn’t happen, rather I believe he is trying to sell his ideas to Ugandans, one of which is to try something else rather something that Ugandans have tried numerous times but still getting the same results. I believe he is only presenting his alternative views to Ugandans to think about and make a choice. And I think if we could allow a system where everyone is free to present their ideas for discussion, we would all eventually stand to benefit and improve our lives by adopting and taking up those ideas that suit the majority. We need to have space for competition of ideas in order to improve our lives as a country.

Besigye is permanent NRA/M Political commissar since the 1990s. He can never abandon the bush struggle. Dont be fooled!!. He drafted all the pillars for M7,s rule. He sets up a pseudo/ quasi opposition to blunt and deflate the Real opposition. His assistant is Muntu. If really serious, why not try an armed struggle as a soldier?& Why keep snipping at Kyagulanyi? . The guy is just too clever at his game. Ssejusa and Tumukunde had genuine conflict with M7. But Besigye has never had a genuine full out. He is still part of the backbone of the M7 rule. Kategaya, Kigongo Mbabazi and Bedigye are to M7 , what Ssenyonyi , Zaake and Rubongoya are to Kyagulanyi.
Besigye is back to deflate Kyaggulanyi having seen his colleague Muntu losing steam. Mbabazi was also playing the same game. At every cycle, they get someone to occupy the opposition space. Living it to strangers is dangerous to them.. Bush comrades cannot abandon each other and they will never. Uganda has to push out the whole bunch.
