Phase 3: Robotnik shoots a ice cube at Sonic. It's weak, but enough for Robotnik to pull out his fire machine. He shoots 4 fireballs at Sonic. It's hard to hit him, but you only need to do it once.

Hollywood really missed their chance to do something this magnificent with the soundtrack to the Sonic movie. Instead they made uninspired, forgettable music like they have with most films for over a decade.
Robotnik is the only one we know who’d take a jug band system, robots and xylophone playing and put them all together to make something as creative, yet unrealistic and then brand it as “robot music”.
How to make a villain more menacing: number 4: give them a Menacing Theme. Number 328: give them there own ancient mural showing them good guys they should be afraid.

I can imagine this on the Sequel, with Ivo appearing from the sky, with more developed Drones and him in the middle, ready for a round 2 with Sonic, maybe with the implication of the Chaos Emeralds.
