You're right, I've tried everything randomly, the game system seems to know how to beat us. for example, when I choose "GLA Stealth commander" then 7 of your enemies will dominantly choose "USA" because they have satellites to reveal invisible enemies. or when you choose "China Strong Soldier" then your enemy predominantly chooses "GLA Toxin".
