Yes usually they can be bustled. It depends on the length of the train. On rare occasions the fabric may impede the installation of bustles.

What type of bustle would you suggest for a bridal gown with layers of netting all the way to the floor. We tried the bubble bustle but the bottom hem of the tuelle fabric of the bottom layer of the dress didn't look right. Would you suggest possible an American bustle?

How do you know where to place the ribbons for an under bussell or bubble bussell?

Wherever you pin the bustles is where the ribbon is sewn. On the bubble bustle make sure you put the pinning as close to the hem as possible. Make loops for the bubble bustle down by the hem as a ribbon tie will drag behind the train kind of like a bunch of strung cans! That way the stitching will not be so obvious. If there is a lining that is strong enough, the top ribbon can be sewn to it so there are no visible stitches at the top part of the skirt. And at then end test your bustle and then number the loops and ties accordingly where the loops and ties correspond so the bride/bridesmaids/friends can find which loop goes to which tie.
