I wondered if you could tell me, if along side an S19 permit, in order to drive a minibus (anything with more than 8 seats inc driver) you also need D1 entitlement?
It does say in some places (on the gov.uk site). it is possible to drive a 'minibus' on a 'standard licence' - but it doesn't describe what those conditions might be.

Under a Section 19 Permit you can drive a minibus with up to 16 passengers on a standard car licence provided the minibus’ GVW is 3.5 tonnes or under (4.25 tonnes with specialist equipment) and the driver meets certain conditions including being over 21, having a licence for 2 years and not being paid to drive (more apply).
You need D1 entitlement on your licence if you’re being paid to drive and/or are driving a vehicle over 3.5 tonnes (4.25 with specialist equipment).
