I say premade elements, with the proper tag and attributes injected for you when you. I don't remember if the menubar element uses menu or ul as it is based on an APC pattern. I will check. But it is a complex one and styles are encapsulated in the element.

two navs like one for desktop and one for mobile, or like one primary and one secondary ?
