Looking at "Gabriel's" perspective with dealing with the overpopulation of demons, is that his solution is to get rid of the source and replace it with something new. That something being his own creation the Alternates, to "Gabriel" the Alternates are beings who are born pure and can't sin, the only thing that an Alternate knows how to do is doing what it's told. How he was able to do this without anyone noticing is simple, he works in the shadows and doesn't like drawing attention to himself. He's also a master manipulator who gets inside people's heads to get them to do what he wants. One other thing that makes him a terrifying enemy, is that he doesn't even have to get his hands dirty, his victims are already getting the job done just fine. So he's not just evil, he's smart evil. And that's the worst kind.
