If it wasn't for this BBC reporter releasing this interview most people would not realize the panic as multiple witnesses warned or knew what was going on. The internet is a crappy place for getting a clear story.

It was the area the local police were in charge of that the gunman was at, he knew to go to that roof specifically outside the ss security zone.
