I was thinking maybe it had something to do with why the person may be drowning. People who can't swim shouldn't be out in public swimming anyways because it's not as safe in a private pool, and if so, they usually have someone watching over while teaching them. If you jump in to save someone in strong rip currents, it's very likely both of you will die as a result. It is a weird law, though. People will always try to do what their heart tells them
