  • Geordi and Picard ask Hugh if he wants to stay with them or go back home with the Borg. Hugh, not understanding that he has a choice says that he must go back with the Borg. After Picard and Geordi explain that he has a choice in the matter, Hugh says that he would like to stay with Geordi, but that it can not happen because the Borg will never stop looking for him. Not wanting to put his friends in danger, Hugh decides to go back with the Borg.

0:44 He is essentially saying in his own way "The needs of the many, outweigh the needs of the few" This is what leads him to his choice to go back to the Borg. He fears that the Borg will come for Geordi and everyone else he has befriended on the Enterprise, as well as everyone else they know and care for. he placed their needs above his own.

Its way deeper than that. What he is saying is that moral relativism is WRONG. That one collective/group can be morally wrong compared to another group, and so the individuals you weigh the happiness of can be excluded based on their moral character.

Believe or not, it is an incredible concept for many human beings, even in our real world. I think thats what Hugh's character is exploring here, the ability to think for ourselves, to make decisions on our own.
We humans take it granted that we only live for ourselves, deciding our own paths. When in actuality it takes a very hard work and a lot of time to realize who we are and what we actually want.

I just realized something that I'd never noticed till now, something that makes Hugh's choice all the more profound. Throughout the episode we hear him with a double voice of sort, a side effect of his augmentations. But that final word, that 'yes'... It's in just his natural voice. Hugh, the organic being still inside that augmented form, made that choice purely of his own volition with no input from his mechanical parts.

It's always so sad that Hugh made the decision to return to the Borg. You can really see it in his one human eye when he says "Yes." He doesn't want to go back, but he has to so his friend Geordi will be safe (for a time, at least...) And that last second when he beams away with the Borg, and looks at Geordi. you can also hear it in his voice. When Geordi asks if this is what he really wants, Hugh says "yes." but not in a borg voice, where as if there are multiple people talking at the same time saying the same thing, but in a normal voice that doesn't have any other "collective" voice to it.

This is the episode that bothered me in terms of how Picard was in First Contact. Certainly, he was suffering from PTSD, and irrational anger can be a symptom, but he knew. He'd been rescued from the Borg, Hugh (who had apparently been born into the collective) had developed individuality and a conscience. He knew that assimilated drones could be freed, and he still killed members of his own crew under the theory that they'd rather be dead than Borg.
Then Lilly calls him "Captain Ahab," and it suddenly made sense: he'd gone so far around the bend that everything he *knew* took a back seat to everything he *wanted to believe*: that he could hurt the Borg, could have revenge, could apply a simple solution (violence) to a complicated problem and expect the results to be anything other than disastrous.

Imagine if he chose to stay. By nature of Hugh being there, the Enterprise and the Federation would be in danger. But by the same token, I think it would also give them an advantage. With the study of Borg technology, there could've been many breakthroughs and advancements that could help resist another invasion. Having a Borg Drone with its individuality returned to it in Star Fleet would have a profound impact.

Notice how the borg would chase down and rescue even a single drone, even though you'd think that would be pointless: Why risk any more drones, a ship, an entire cube perhaps, for one drone? It's a fascinating inversion of the recurring theme of "The needs of the many": you'd think if anyone took that saying to heart, it would be the borg, but they repeatedly discredit it and go to great lengths to bring drones home.
It's part of what makes the borg such an interesting and compelling villain: whatever else they are, they're a _family_ : the collective brings safety and kinship to everydrone, and they miss it when they're disconnected, and their family will risk life and limb to bring their family back home to that safety.

Is there a reason they all believe that the Borg will never stop pursuing Hugh, while also believing the Borg have stopped pursuing Captain Picard? If Picard can get away with being ex-borg, why can't Hugh? Why is Enterprise safe with Picard on board but they can't liberate Hugh in the same way?
(Haven't seen full episode in long time so maybe there is a reason I've forgotten.)

Care for others at one selfs personal risk. This is what we all should care about, not economic or ego driven drives. Star Trek follows Roddenberry’s ideals. This is why the show attracts so many.

I saw an episode somewhere that Data's evil twin was involved with. Hugh goes back and his individualism is as fatal to the collective as Picard had hoped. A great many of them follow Hugh and Data's brother Lore, to a planet where they establish their own colony. It doesn't end well for them as I recall.

actualy, i have a further piece of the puzzle, the borg come back full strenght and attack the federation again in Star trek online, i think Hugh may have lead a splinter group away from the borg and to the federation where they were "liberated", as the battle group attacking the borg has a large number of liberated borg drones serving in it, he might even be one of the leaders, im not sure.

bullshit!!!!!! instead of getting rid of her outright, aunt Kathy opted to follow security advice of Chakotay and in such decision and action she gave Seven opportunity to live a true life that had been stolen from her partly because of the arrogance of her parents as stated in VOY:Raven episode.. whereas there´s lil´ to none known about Hugh.. You gotta consider that Seven had been raised by the Borg and she almost completely identified herself with it.. not to mention that many times she was absolutely right in her views about human ways, things and customs.. like when she played a game with janeway and sais - "Impossible is a word humans use far too often".. (episode Hope and Fear). Seven of Nine is a briliant figure with way broader framework of characteristics, talents, emotions and features that Hugh and to deal with them can hardly be compressed into a single episode !! And there of course is One.. from episode "Drone".. , Icheb, Mezoti (i omit the twins the weren´t seen much)..

@shadow11479 You're right, and actually the story develops further in the last STO expansion (Delta Rising), where *SPOILER ALERT* Hugh is indeed leading a faction of liberated Borg known as the Cooperative. Their goal is no longer to assimilate sentients, but only to offer them to willingly join the Cooperative in order to experience life as a Borg. During the campaign, they also help the player fight off the expansion's main antagonist, the Vaadwaur. *SPOILER ALERT*

All the comments about "needs of the many outweigh the needs of the few" - wasn't the only Starfleet philosophy presented. Look up the scene in TOS where McCoy annoyingly responds to Spock about an entity that is killing millions "To save 10 allow 5 to die - is that your simple logic Mr Spock?" - Kirk is as always looking for 'that third alternative'. I prefer that ideal, the ideal of looking for the win-win scenario rather than one of many win-lose or lose-lose outcomes.
