technically yes anyone can because it's just the tangling of hair, it's more difficult on straight textured hair though.

Honestly the first time I've seen someone with messy locs- messy in the best way- and those weird ultra manicured laid down edges. Let the baby hairs free! It's so bizarre lol but her actual locs are quite cool
