No they dont do the same thing.Chen is mostly used with her s2 for burst mob clear/airbomb while Hellagur is often used with his s2 to deal with high threat enemies without supports since he can regain HP when attacking/not blocking while having the 75% evasion from his s2. Hellagur isn't really priority for regular content, He is however needed in quite a few high level CC strats. So it depends on you if you wanna challenge those high level risks, he isn't really used much outside of extremely high difficulty content.
They have different strength,but truth be told Silverash is still more versatile than him. Hellagur can be used for extreme evasion tanking while dealing high dps with his s2 which isn't needed in many scenario, it was extremely useful in the hardest content ever available for CN though, which is Contingency Contract. Meanwhile Silverash's aoe mob clearing ability with s3 will always be useful even in normal maps.
that means at their maxed potential: Aak: +50% atk, +50 aspd Sora: +385 atk Warfarin: +90% atk Swire: +36% atk Exusiai: +8% atk In short, he could be buffed with +184% atk, +385 atk, & +50 aspd with his self buffs: +100% atk (s3), +100 aspd (if health's at 30% or below) That'd be a grand total of: +284% atk, +385 atk, +150 aspd In an estimate, a fully buffed Hellagur would have ~3,580 atk
hashu hashi in most cases, Silverash is more versatile bc of his range and power, but Hellagur in his own right, can solo an entire lane, just be careful with ranged goons as he can't be healed normally

Most characters spawn like that, if you go to skills the green lightning with a number next to it is the sp while the white number is the starting SP
there's a ▶️ symbol right after the ⚡️ symbol in the skill description, indicating initial sp
