Not all nations in the Commonwealth have the British monarch as head of state. Most Commonwealth members are actually republics. And in fact not all of them were even part of the British Empire - Mozambique for example decided to join the Commonwealth.

I think that's a fairly subjective and debatable question. We can't make any solid arguments over history that never happened so it's all speculative.
