I think I've figured it out:
The bottles aren't real bottles. They have no bottom or top. There are several paper-thin bottles that are stacked on top of each other like Russian Dolls. When they pick up the tubes, they grab the bottles along with them, sometimes only picking up all but one layer, to allow them to take the bottle from the table and still have some bottles left in the tube.
