When they were excavating for the the foundation of that new bridge they hit a massive concrete structure about 30ft below the river bed. They attempted to break it up but the material was to hard. Eventually just built on top and that was the end of the story, saying it was debris from the past. My first thought was old world tunnel then I came across your video. If you are looking for the tunnel entrance it may be further up from the river and in the basement of an old world building
