China blocked from RISC-V technology, what next?

It seams the US and China find themselves in yet another upcoming tech war,
this time over the use of an open source technology, popularly know as risc-v,
as report suggest that A group of us politicians are on the move to restrict the use of the risc v know now to no other nation but China,

How the heck do you ban an OPEN SOURCE technology...
Open source are by defintion anyone's use. If you can ban RISC-V, China might as well ban gunpowder technology or something.
