To add a correction: No, the Federal Government does not "need" to "borrow" its own money at at. Furthermore, the so-called "debt" is not debt in the normal sense, and poses ZERO financial/economic risk to anyone let alone the Federal US Government. The US Gov is ISSUER of the USD, so why does the Fed Gov "need" to "borrow" the money it literally makes? It does it due to history, expectations, and flawed economic understanding...not because it "needs to".

You don't understand why the govt sells bonds any better than Bernstein. The govt sells bonds to drain excess bank reserves as new deficit spending adds new reserves. Not because the govt needs the money. Watch the documentary that the clip came from.
