I work for a company overhauling all different types of valves, including a lot of Fisher control valves, and I've never seen a control valve using Belvel washers as a spring. Done hundreds using the standard compression spring though.
Belleville washers keep the preload and reduce leaking, fugitive emissions and downtime. Its estimated up to 75% of valve leaks are due to reduction of packing stress. The Belleville assembly maintains the preload and packing stress. If the valve was not manufacturered with the use of the assembly, many times the valve can be retrofit - any valve brand.
