It's a psychological tic triggered by unaddressed insecurities and anxiety. I agree it's annoying, distracting and he should try to refrain from as it sprinkles mockery to otherwise serious matters. I mean no offense to him but it's a common problem and should be addressed. Hopefully he doesn't do the same all day long with his co-workers as this type of tic is annoying to everyone around it.
