The regular one is obtainable every halloween via the Po-2 race if you are in the top certain percentage by the end of the event. Note that there is a delay between the event ending and getting the vehicle, several days when I did the event I believe. Just a tip for the Po-2 race: rip your gear at the start to go significantly faster. It’s very hard at first but easily done with enough practice.
