Good question! Since I was trying to be as close to the canon as possible, Toriel lives in the ruins at the beginning of the game. There, she is somewhat isolated from other side characters/monsters. Therefore, she is not very up-to-date when it comes to technology. (From what I know, there is no technology such as a modern smart-phone in Toriel's possession, the only device really mentioned at this point in the game is Toriel's cell-phone. Using this cell-phone, you can only call people/monsters.) However, this is not to say this is canonically correct, this is only what I think.
I see, i guess that makes sense, but you forgot that the videos we find on the true lab were recorded when Toriel was still the queen, one of them was even recorded by Toriel herself.
