Toei ruined it, it was supposed to be a haki Shockwave covering the town and destroying the buildings from the inside, haki was infused heavily and could be seen in the ground in the shockwave Toei turned it into an atomic bomb with the explosion starting from the middle , protruding outwards and destroying the buildings. They also turned garp into a cartoony sketch pad drawing while executing it, some people are heavily impressed with this poor Animation style.

I hope the remake of one piece uses jujitsu kaisen animators instead, since the onigashima raid the animation is hit and miss. Act one wano the animation was very good , then it just went downhill with way too much effects.
