I never noticed really, but the part just before it becomes a remix of Windwaker's Dragon Roost island is a snippet that is genuinely meant to be Revali's motif. He wasn't a royal Rito or even a leader, just a warrior that developed his special skill through gruesome hours of training. His home is part of him. And even though he's long gone and Link's memories are slowly returning to him, this song makes me think that he associates this place with a friend who has since passed away.

I started playing BOTW on Friday. Finally got to Rito Village this morning. Took the long way, and I already have Vah Ruta and Mipha’s Grace. I wanted to reach Rito Village to come back after I’ve done the Gorons and Gerudo.
I arrived to Rito Village for the first time, and was wondering what to do, then, talked to a villager near to me just to get some clues. I knew there was a big ship flying in the skys right above the village. When he was telling me that the village was in a trouble, and showed me that the ship is the divine beast Mojo, the 0:27 part started to play in the back. It was an outstanding magic moment for me.
