"Kami po ay nakikiisa sa inyong lahat na naapektuhan ng bagyong Kristine. Kaya ngayong araw, idineklara natin sa ilalim ng Proclamation No. 728 ang National Day of Mourning," President Ferdinand R. Marcos Jr. expressed when he led the distribution of Presidential assistance to farmers, fisherfolk and families affected by Severe Tropical Storm (STS) 'Kristine' in the Municipality of Laurel in Batangas.
In his message, the President stated that apart from the assistance given by the Office of the President (OP), the entire government is working together to help the victims recover from the effects of the Severe Tropical Storm. He reassured the beneficiaries that the government will not stop and will intensify its assistance until the Province of Batangas fully recovers.
"Inatasan natin ang DOST [Department of Science and Technology] na pagbutihin ang kanilang mga warning systems. Nagbigay din ako ng tagubilin sa mga ahensya na gawing standard operating procedure ang dahan-dahan na pagpapalabas ng tubig mula sa mga dam bago pa man dumating ang bagyo upang maiwasan ang matinding pagbaha. Nagbigay direktiba na rin tayo sa DPWH [Department of Public Works and Highways], DENR [Department of Environment and Natural Resources] at iba pang ahensya na rebisahin ang mga Flood Control Masterplans. Ito ay upang kayanin ng mga imprastraktura ang matinding pagbaha na nangyayari kada-isang daang taon, ngunit ngayon ay nagiging mas madalas," he continued.
He emphasized that his Administration is continuously working to streamline the system and provide local government units (LGUs) access to funding, such as the National Disaster Risk Reduction and Management Council (NDRRMC) fund to help recover and repair damaged equipment, facilities or livelihoods caused by natural disasters.
Likewise, he reiterated that the Bayuyungan Bridge and the road in Agoncillo destroyed by STS 'Kristine' are being monitored by the Department of Public Works and Highways (DPWH), citing that he has issued a directive to the Agency to prioritize the reconstruction of these infrastructures as soon as possible.
"Hindi lang sapat na ang mga proyektong imprastraktura ay matapos ng DPWH sa inaasahang oras. Kailangan din na ang mga materyales at ang pagkakagawa ng mga proyektong ito ay tiyak na de-kalidad, ligtas at makakatagal sa pabago-bagong panahon. Kaugnay nito, inaatasan ko rin ang DTI [Department of Trade and Industry] na pagtuunan ng pansin ang mga materyales at instrumentong gagamitin sa pagpapatayo ng mga ito," he added.
The Chief Executive conveyed his gratitude to all those who have helped and demonstrated their capabilities for the welfare of others, noting the contributions from private sector organizations such as donations and continuous provision of assistance to everyone affected by STS Kristine.
Furthermore, the Chief Executive enjoined all Filipinos to continue to unite to ensure the safety of the entire country, especially in terms of calamities. "Sama-sama po tayong magtanim ng pag-asa at magtulungan para sa mas ligtas, handa at progresibong Bagong Pilipinas," President Marcos Jr. concluded in his message.
