A note about Samson and the Nazirite vow in the ESV study Bible I read: Usually anyone can take the Nazirite vow to become a Nazirite, to separate themselves to God, to be voluntary for a limited time, and involved three provisions: (abstinence from whine and strong drink, or anything associated with the vine, not cutting the hair, and no contact with the dead.) however three things were unusual concerning Samson and this vow: ( He did not take the vow voluntarily; but it was his lot from the womb, it was also not limited in time; it was to last to the day of his death, and he broke every one of its stipulations: his head was sheared; he associated with the dead; and he undoubtedly drank at his wedding feast.
I took that to mean God used Samson's attraction as an opportunity to eliminate some Philistines. He didn't necessarily cause Samson to have the attraction.
But his father and his mother knew not that it was of Yahuah, that he sought an occasion against the Pelishtiym: for at that time the Pelishtiym had dominion over Yashar'el. SHOFETIYM (JUDGES) 14:4 את CEPHER GOD allowed him to marry her.
