I believe it should be doable in the way you would export a point cloud from SynthEyes and import it into cinema 4d. But it will remain as thousands of points, possibly grouped in some way (don't know what these would be with the LIDAR data, but with a simple video + SynthEyes that could mean grouping by colors). In order to make it into a solid model of environment you would need to create polygonal shapes guided by the point cloud, likely manually "tracing" the ghost topography in many places (especially in the 'shadows' that lack any data).
