Telegram Support won't respond to your email but they'll respond by looking into your situation. My telegram account was banned 2days ago and after sending several emails to different Support emails and websites,they lifted the ban very early yesterday but I couldn't login immediately cause,I didn't receive OTP via sms. So I emailed them them to send my OTP via email,then I switched on my VPN after less than 1hour I got an email with my OTP. So in essence I got back my account in less than 24hrs.
