The offer should not contain a term non compliance of which would amount to acceptance(essentials of an offer) is the answer as in case of acceptance if there is no indication of acceptance then the offer is regerded to be refused but in the question it is said that the proposer has written that no answer will lead to acceptance which is wrong.
