I would suspect it's Carl Davis himself. American expatriate who's lived in the UK for many decades, and is a prolific arranger, orchestrator, composer, conductor - his scores for many silent film reconstructions are all brilliantly well-done. I've looked for more information on this project, but aside from the fact it's from a disc of highlights from Lehar's Merry Widow and Strauss II's gypsy Baron - with the Munich SO & Chorus - and was released in 2011, that's about all I can find.
