Question about adding mods: I've seen some mods that don't require a wipe and others that do but I don't really know why. How do I know if I have to wipe the server after adding a new mod?

Hay Scalespeeder i was wondering if you could do a video on how to make permanent fog all over the map as well as permanently overcast,I'm trying to do it my self and I've hit a roadblock in trying to make my server super foggy all over the map and overcast too.
