I'm only 1:30 into this video and my answer to Karen would be that Rikers when Fred was there was more dangerous because guys would rob you for your sneakers or cut you and the offenders wouldn't be charged for a crime. From like the late 90's on, if guys did anything more than give someone an eye jammy, they could be re-arrested and get more time. Also, in Fred's era, there were gangs, but that wasn't as prevalent as it is now.
